Important Decisions of the Council of Ministers

Why in News?

• In the meeting of the Council of Ministers chaired by Chief Minister Bhupesh Baghel on July 7, 2022, the approval of the 'Chhattisgarh State Electric Vehicle Policy-2022' and several other important decisions were taken.

Key Points

• The Council of Ministers met to approve the 'Chhattisgarh State Electric Vehicle Policy-2022' to promote electric vehicles in the state.
  • The policy will provide relief to the citizens of Chhattisgarh from rising petrol and diesel prices, while ensuring participation in keeping the environment clean.
  • The policy includes promoting the operation of electric vehicles, both commercial and non-commercial.
  • Under this, various discounts and facilities will be available on purchase of two-wheelers, three-wheelers, four-wheelers, freighters, passenger vehicles and other categories of electric vehicles in the state.
  • As per this policy a network of charging stations will be set up to provide easy charging facility for electric vehicles. Charging points will be available to EV owners at fixed intervals across national and state highways.
• An important decision was taken by the cabinet to increase the income of farmers and increase the yield of pulses crops in the state, under which the state government would procure tur, urad and moong crops on support price in the Kharif marketing year 2022-23. Guidelines were issued for this.
• It was decided to further rationalize the process of Chhattisgarh's residence certificate, so that people from outside the state do not take undue advantage of it. For this, it was decided to amend the pre-determined provisions.
  • Under this, along with the prescribed qualifications for admission in any institution or for service under the government, the examination of class 1st, 4th and 5th has been included in place of the examination of class 8 from any educational institution of the state of Chhattisgarh.
  • In other cases also, it has been decided to add 1st, 4th, 5th examination in the educational qualification.
• In order to encourage the establishment of mega and ultra mega projects in the state of Chhattisgarh, it was decided to determine a special incentive package for investment in steel (sponge iron and steel) industries under the state's Industrial Policy, 2019-24.
• Under 'Godhan Nyay Yojana', Gothan Management Committees were selected for public participation in Gothans of the state through NGI and NGO's through Centrally Sponsored Extension Reforms (Atma) Scheme to provide training, incentives and rewards and development and maintenance of Gothans. For maintenance, it was decided to earmark 3 percent of the budget provision under the Godhan Nyay Yojana for administrative purposes.
• It was decided to provide incentives on sale of compost and bonus amount on annual compost sale to self-help groups and primary cooperatives attached to the Gothans.

• The 20thAnnual Report (period from 1st April, 2020 to 31st March, 2021) of the Chhattisgarh Public Service Commission was approved.
• The draft Chhattisgarh Molassis (Molasses) Control and Regulation Rules- 2022 was approved to regulate the use of molasses in Chhattisgarh.
• The draft Chhattisgarh Cess (Amendment) Bill, 2022 was approved for taking cess amount for Chhattisgarh Employment Mission and Rajiv Mitan Club Scheme.
• The draft Of The Chhattisgarh Private Universities (Establishment and Operation) (Amendment) Bill, 2022 was approved.

Distribution of Funds to the Beneficiaries

Why in News?

• On July 7, 2022, Chief Minister Bhupesh Baghel distributed funds to the beneficiaries of 'Godhan Nyay Yojana' and grant money to the beneficiaries under 'State Dairy Entrepreneurship Development Scheme' in a virtual program organized at his residence office.

Key Points

• In the program, the Chief Minister released an amount of Rs 10.84 crore online to cattle farmers, villagers, women's groups associated with Gothans and Gothan Samitis, selling cow dung under 'Godhan Nyay Yojana'.
• Out of this amount, from June 15 to June 30, Rs 3.69 crore was paid in lieu of cow dung purchased from cattle rearing villagers, farmers, landless in Gothans and Rs 4.31 crore to Gothan committees and Rs 2.84 crore to women's groups. was paid.
• Similarly, he paid a grant of Rs 13.63 lakh to 25 beneficiaries under the State Dairy Entrepreneurship Development Scheme to the beneficiaries' accounts.
• The Chief Minister said that due to the success of the Godhan Nyay Yojana, there has been an increase of 44 percent in the number of Gothans in the state. So far 75 lakh 38 thousand quintals of cow dung have been purchased under the scheme and Rs 150.75 crore has been paid to the villagers and cattle rearers who sell cow dung in Gothans.
• 143.19 crore has been paid so far to Gothan committees and women self-help groups. More than 2 lakh 11 thousand rural, animal husbandry farmers are getting benefited from Godhan Nyay Yojana. Women make up 45.97 percent of those earning extra income by selling cow dung.
• More than 1 lakh 33 thousand landless families are getting benefited from this scheme. Women Self-Help Groups have so far earned an income of Rs.72 crore 19 lakhs through the livelihood activities of Gothans.
• The Chief Minister directed the Chief Secretary to prepare an action plan for providing milk to children by boiling them under the mid-day meal programme at Anganwadi centers and schools in villages in collaboration with the district administration.
• This will give a fair price to the cattle herders for milk. Rural milkmen will be encouraged for animal husbandry, cow-mother will be served and the nutritional status will be better with the increase in availability of milk in the rural areas.
• Speaking on the occasion, the Chief Minister said that different rates of milk in different villages are being given to the beneficiaries. Arrangements for distribution of milk in Anganwadis and schools will bring uniformity in the rate of milk.
• He said that after six months, an additional cow will be given to the beneficiaries doing dairy business in the Gothans under another scheme.
• Agriculture Minister Ravindra Choubey said that 3089 Gothans of the state have become self-supporting. So far 16 lakh 43 thousand quintals of vermi compost has been produced in Gothan, out of which 13 lakh 69 thousand quintals of vermi compost have been distributed to farmers and various departments. 2.89 lakh quintals of Vermi Compost are available in Gothans.
• Production of vermicompost in Gothans will go a long way in tackling the shortage of chemical fertilisers. About 2 lakh 94 thousand farmers have taken vermi compost.

Special Incentive Package

Why in News?

• The Council of Ministers held under the Chairmanship of Chief Minister Bhupesh Baghel on 7th July, 2022 approved the proposal for earmarking a special incentive package for investment in steel (sponge iron and steel) industries.

Key Points

• The decision has been taken under the State Industrial Policy, 2019-24 to encourage setting up of mega and ultramega projects in Chhattisgarh.
• It may be recalled that this decision will benefit from the special incentive package under the B-Spoke Policy for the units to be set up by 91 institutions under the MoU signed earlier with the State Government for setting up of steel based units in Chhattisgarh.
• As per the proposal approved in the meeting of the Council of Ministers, 91 institutions have earlier executed MoUs with the State Government for setting up of steel based units. With the setting up of these units, an investment of about 49 thousand 115 crore rupees and about 57 thousand 566 people are likely to get direct employment in the state.
• According to an estimate, with the setting up of these units, the state is likely to get additional revenue of about 50 thousand crore rupees in the next 10 years .
• It may be mentioned that in the past, a special stimulus package was earmarked for 10 units, with an investment of Rs 42.74 crore and employment potential of Rs 5515 crore.
