Exam Pattern Overview 

The UPSC Civil Services Examination is conducted in three stages: 

1. Preliminary Examination (Screening Test): 

  • Two objective-type papers (General Studies Paper-I and General Studies Paper-II (CSAT)) 
  • 200 marks each 
  • Duration: 2 hours each 
  • CSAT (GS Paper-II) is qualifying with minimum 33% marks 
  • Negative marking: For every incorrect answer, 1/3rd of the marks allotted to that question is deducted 

2. Main Examination (Written + Interview) 

  • 9 papers of conventional essay type including two qualifying papers (English and Indian Language) 
  • Seven papers count toward merit (1750 marks total) 
  • Personality Test/Interview carries 275 marks 
  • Grand Total: 2025 marks 

3. Interview/Personality Test 

  • Focus on the candidate’s mental alertness, balance of judgment, integrity, and leadership qualities.

    • Polity: Indian Constitution (evolution, features, amendments), federal structure, separation of powers, functioning of Parliament and State Legislatures, and the role of the Executive and Judiciary. 
    • Governance: Government policies for vulnerable sections, welfare schemes, transparency, accountability, e-governance, and citizen’s charters. 
    • Social Justice: Issues related to poverty, hunger, education, healthcare, and welfare schemes for marginalized groups. 
    • International Relations: India’s neighborhood relations, bilateral and global groupings, the impact of international policies on India, and India’s role in international institutions.

  • Economy, Agriculture, Science & Technology, Environment, Disaster Management, and Internal Security 
    • Economy: Economic development, inclusive growth, issues like planning, budgeting, agriculture policies, farm subsidies, and the Public Distribution System (PDS). 
    • Agriculture: Cropping patterns, irrigation systems, food processing, and land reforms. 
    • Science & Technology: Developments in IT, Space, biotechnology, achievements in science and technology, and the application of technology in governance. 
    • Environment: Environmental issues such as pollution, conservation, biodiversity, climate change, and environmental impact assessments.
