Eligibility Criteria

  • Educational Qualification 
    • Bachelor’s Degree in any discipline from a recognized university. 
    • Must have the ability to read, write, and speak Odia (as required by OPSC). 
  • Age Limit (as of 01-01-2025) 
    • Minimum: 21 years 
    • Maximum: 42 years  
    • Age Relaxation: A relaxation of 5 years (Upper age limit: 47 years) is available for candidates belonging to SC, ST, SEBC, Women (Unreserved/Reserved), Ex-seviceman and 10 years for persons with disabilities. 
  • Domicile: Knowledge of Odia language is mandatory for appointment, though all Indian citizens may apply subject to language criterion.

Targeted Preparation Strategy

Prelims Strategy 

  • Accuracy over attempts: Negative marking is ⅓ per wrong answer. Focus on attempting questions where you can eliminate at least 2 options. Blind guessing can harm your score. 
  • Odisha-specific GK: Give special emphasis to Odisha history, dynasties, movements, festivals, tribal culture, rivers, and resources. Questions from state-level governance and social schemes are frequent. 
  • Current Affairs: Maintain daily notes on national and Odisha-specific news. Include government initiatives, budgets, schemes, appointments, awards, and international relations impacting Odisha.

Mains Preparation 

  • General Studies Papers (GS I–IV): 
    • Structured Answer Writing: Follow a flexible Introduction – Body – Conclusion (IBC) format. Use IBC for analytical and opinion-based questions, and adopt thematic sub-headings and point-wise presentation for descriptive or discussion-type questions to improve clarity and speed. 
    • Multidimensional Approach: Develop answers using relevant dimensions only, such as historical, constitutional, governance, economic, social, environmental, and Odisha-specific perspectives where applicable. For example, while writing on Odisha’s economy, first outline the core framework and then substantiate with Odisha-centric data, policies, or examples. 
    • Time Management: Each GS paper has 15 compulsory questions (10 questions of 15 marks and 5 questions of 20 marks) to be answered in 3 hours. 
      • 15-mark questions: Write about 250 words in 10–11 minutes each 
      • 20-mark questions: Write about 300 words in 14–15 minutes each 
      • Maintain discipline in word limit and pace, and practice under strict timed conditions to ensure completion of the paper. 
    • Integration with Optional Subject: Use insights from the optional subject (such as History, Geography, Public Administration, or Political Science) selectively and contextually to strengthen arguments. 
      • Optional concepts should support, not dominate and use 1–2 references max (e.g., Weber in GS IV, geography concepts in GS I) 
      • Avoid writing like an optional answer in GS and heavy theorization without linkage to question. 
    • Case Studies (Paper IV): Prepare for administrative and ethical dilemma-based case studies by practicing structured frameworks—identifying stakeholders, ethical issues, options available, justification of the chosen course of action, and preventive measures—to ensure clarity, balance, and speed in answers.. 
  • Language Papers (Odia & English): 
    • Practice translation (Odia↔English), précis writing, grammar exercises, and comprehension regularly. 
    • Focus on letters, memos, circulars, and reports for professional writing practice. 
    • Build a vocabulary bank of common Odia and English words used in official communication.
