MoU signed between CSJMU and Russian University

Why in News?

According to the information received from the media on 15 May 2023, an MoU has been signed between Chhatrapati Shahu Ji Maharaj University (CSJMU) in Kanpur, Uttar Pradesh and Perstrozabosk State University of Russia, under which students enrolled in Kanpur will now get a chance to study in Russia.

Key Points:

  • The MoU was signed between Professor Vinay Pathak, Vice-Chancellor of Chhatrapati Shahu Ji Maharaj University (CSJMU) and Professor Marina Gosdeva, Head of the International Department of the University, Russia.
  • This is the first international agreement of the university. With this, the students of CSJMU will not only be able to study with teachers from abroad but will also do research with the students there. It is known that till now this facility was available only to the students of IITs.
  • It is known that the QS ranking of this Russian university is 260.
  • After this agreement lecture series, joint research program, faculty exchange program, and students exchange program will be started. The students of Kanpur will go to Russia to study for some time and the students from there will come to the city.
  • Professor Marina Gosdeva informed about various ongoing research & projects in Russia and said that her university is a leader in research in the field of diabetes & construction. Soon a joint research program of students and teachers will also be started.

Labourer's son selected for 2023 Hansen Leadership Program in California

Why in News?

According to information received from the media on 15 May 2023, Gautam Kumar, the 20-year-old son of a daily wage labourer from Masodhi (Bihar), has been selected among 20 youths of the world for the 2023 Hansen Leadership Program in California, USA.

Key Points:

  • It is known that the 20-year-old Gautam Kumar is associated with Dexterity Global, an organization of world-renowned social entrepreneur Sharad Vivek Sagar, who has been in the Forbes 30 Under 30 list.
  • Gautam's family belongs to the Below Poverty Line (BPL) category and he is the only Indian to be selected for this globally prestigious & month-long leadership programme.
  • Gautam's father Sanjay Manjhi works as a daily wage labourer and tola sevak in Masaurhi, Bihar. His mother Lagani Devi is a homemaker. Gautam is the first member of his family to complete high school and go to college.
  • Gautam was recognized by the National Organization Dexterity Global and has since been continuously trained by Dexterity. Gautam received rigorous training at Dexterity Global's leadership development program DexSchool and career development program Dexterity to College.
  • Dexterity Global is a national organization working to create the next generation of leaders for India and the world through educational opportunities and training.
  • Two years back Gautam was in the national news when he got selected as a Dexterity to College Fellow on full scholarship to Ashoka University. He is currently a second-year student of Computer Science.
  • Based at the University of California, San Diego, the Hansen Leadership Program selects and trains inspirational young people from around the world to promote world peace and international cooperation.
  • Under this program, Gautam has received a full scholarship with Hansen bearing the entire cost including his to and fro airfare, boarding and lodging, local transportation, health insurance, visa fee, etc.

Satellite hospitals will open in Jaipur & Chittorgarh

Why in News?

On 14 May 2023, Rajasthan Chief Minister Ashok Gehlot approved the opening of satellite hospitals in Jaipur's Karbala area (Hawa Mahal) and Chittorgarh.

Key Points:

  • Chief Minister Ashok Gehlot has approved the opening of these satellite hospitals in the direction of realizing the concept of Nirogi Rajasthan. For these, the creation of 98 new posts has also been approved.
  • In these two hospitals, a total of 98 posts including 5 posts of Junior Specialist, 1 post each of Senior Medical Officer, Dental Medical Officer, Junior Assistant, Female Health Worker, Pharmacist, Dental Technician & Eye Assistant, 4 posts of medical officer & lab technician cadre, 2 posts each of nurse grade-I & radiographer cadre, 15 posts of nurse grade-II, 6 posts of ward boy & 4 posts of sweeper will be created.
  • With the opening of these satellite hospitals, the common people will be able to get better treatment facilities nearby.
  • It is worth mentioning that the announcement in this regard was made by the Chief Minister in the budget for the year 2023-24.

Mini Secretariat will be built in Bundi's Hindoli

Why in News?

On 13 May 2023, Rajasthan Chief Minister Ashok Gehlot approved the proposal of Detailed Project (DPR) of the Mini Secretariat at Hindoli village in Bundi district.

Key Points:

  • According to this DPR, construction work will be done in 5426 square meters at a cost of Rs 11 crore in the establishment of the Mini Secretariat. Offices of 10 government departments will operate here. This will provide relief to the common man.
  • For good governance in Rajasthan, the state government is expanding administrative units up to the panchayat level. In this sequence, a mini secretariat will be established in Hindoli village of Bundi district.
  • It is worth mentioning that the budget announcement was made by the Chief Minister regarding the mini secretariat building in Hindoli, Bundi.

Inauguration of Government Nursing College in Lalsot

Why in News?

On 15 May 2023, Rajasthan's Medical and Health Minister Parsadi Lal Meena inaugurated the new Government Nursing College in the old Tehsil office located at Lalsot in the Dausa district of the state.

Key Points:

  • College Education Commissioner Dr. Ghanshyam Bairwa said that as per the budget announcement by Chief Minister Ashok Gehlot for the year 2022-23, the Nursing College of Lalsot has started operating with an admission capacity of 60 students. Temporarily it is being operated in the old Tehsil building.
  • The construction work is in progress on 8 bighas of land in Thaloj for the construction of the building of the Government Nursing College and hostel for the students at a cost of about Rs 22 crore.
  • For the successful conduct of academic activities in the Nursing College, 16 teaching and 28 non-teaching faculty posts have been created.
  • It is worth mentioning that big administrative offices & posts including ADM and Additional SP have been approved in Lalsot & all the facilities in the district are being developed in Lalsot.
  • During this, the Medical & Health Minister including the Women & Child Development Minister inspected the college campus and also distributed scooties to 4 beneficiaries of the Divyangjan Scooty Distribution Scheme.
  • It may be noted that under the said scheme, scooties will be provided to 35 Divyangjans of the Lalsot block.

Approval of Rail Project from Delhi-Gurugram-Alwar and Delhi to Panipat

Why in News?

  • In a meeting chaired by Chief Secretary Sanjeev Kaushal on 15 May 2023, it was informed that the Haryana government has approved Delhi-Gurugram-Shahjahanpur-Neemrana-Behror (SNB)-Alwar and Delhi to Panipat Regional Rapid Transit System (RRTS) projects. Now the approval of these projects will be taken by the Central Government.

Key Points:

  • It was informed in the meeting that the length of the Delhi-SNB RRTS corridor will be 107 km. In this, 70 km will be elevated and the remaining km will be underground. It will have 6 underground, 9 elevated and 1 at-grade station. There is a plan to build a depot at Dharuhera.
  • The length of this corridor passing through Delhi, Haryana and Rajasthan is 23 km,83 km. and 2 km respectively.
  • The elevated portion of the proposed alignment will be between Old Delhi-Gurugram, Right of Way (ROW) of Sector-17 in Gurugram and NH-40, 48 up to SNB (Rajasthan border).
  • Binod Bihari Mahato Koyalanchal University of Dhanbad, Delhi, Harirajya has also issued an order regarding the examination of the students of Nursing School.
  • Yana and Rajasthan have approved the project, while the approval of the Central Government is under consideration. The proposed stations on the Delhi-SNB corridor are Sarai Kale Khan, INA, Munirka, Aerocity, Udyog Vihar, Sector-17, Rajiv Chowk, Kherkidola, Manesar, Panchgaon, Bilaspur Chowk, Dharuhera, MBIR, Rewari, Bawal and SNB.
  • Of the 103 km long alignment, 11.5 km of the Delhi-Panipat RRTS corridor will be elevated and the remaining 91.5 km will be underground. It will have 2 underground, 14 elevated and 2 at-grade stations. There are plans to set up two depots at Murthal and Panipat. Its length in Delhi will be 36.2 km while in Haryana it will be 66.8 km.
  • NCRTC Managing Director Vivek Singh said through video conferencing that the 17 km long section of the Delhi-Meerut RRTS corridor from Sahibabad to Duhai is about to become operational.
  • It may be noted that NCRTC is a Government of India joint venture company & Delhi, Uttar Pradesh, Haryana and Rajasthan are partner states.

According to the information received from the media on 15 May 2023, Jharkhand's Dhanbad School of Nursing has got recognition, due to which students will now be enrolled here also through Joint Entrance Examination.

Key Points:

  • It may be noted that the Jharkhand Government issued a notification on 28 April regarding the abolition of the mandatory recognition of the Indian Nursing Council, New Delhi for the students enrolled in the nursing course and the nursing school management.
  • Taking cognizance of this regard, Jharkhand Government has issued rules for the operation of the Nursing School in Jharkhand State, which has been named as Jharkhand State Nursing Institutions Management, Enrollment and Examination Conduct Rules.
  • It is known that recently the students of Dhanbad School of Nursing had blocked the road lane due to the ambiguity of the mandatory recognition of the Indian Nursing Council, New Delhi. After the notification of the Jharkhand government, now the situation of doubt in this regard has ended.
  • It has been made clear through this notification that the Indian Nursing Council, New Delhi vide its letter dated 9.2.2020 has authorized the Nursing Council/State Government of the respective states to give recognition to all nursing institutions.
  • The Supreme Court has decided that the work of establishing and granting recognition to the operation of nursing institutions will be done by the State Nursing Council & the State Government.
  • The Supreme Court has also made it clear that once the degree or diploma is obtained, any nurse can go to any corner of India and do government or non-government jobs.
  • Under this, now any student who wants to get admission in nursing institutes will have to go through the selection process for enrollment by the state government.

Inauguration of National Homoeopathic Conference 'Homoecon 2023'

Why in News?

On 14 May 2023, Uttarakhand Chief Minister Pushkar Singh Dhami inaugurated the National Homeopathic Conference 'Homeocon 2023' at Doon University, Dehradun in the state.

Key Points:

  • On this occasion, the Chief Minister launched a documentary on homoeopathy and also honoured the doctors doing commendable work in the field of homoeopathy.
  • It is worth mentioning that Prime Minister Narendra Modi formed a separate Ministry of AYUSH in the year 2014 to promote the traditional medical system in India. Homeopathy has been considered by the World Health Organization as the second most popular system of medicine in the world.
  • Recalling the father of homoeopathy, Samuel Christian Hahnemann, the Chief Minister said that he developed such a treatment method in the form of homoeopathy, which is very effective as well as economical.
  • The Uttarakhand state government is determined to establish Devbhoomi as an important AYUSH region. In a state like Uttarakhand with a heterogeneous geographical situation, the importance of AYUSH and especially the homoeopathy medical system increases due to being economical and effective.

State Government will give a 75% subsidy on project costs to Single Women for self-employment

Why in News?

On 15 May 2023, Uttarakhand's Women Empowerment and Child Development Minister Rekha Arya told the media that the state government will give a 75 percent subsidy on the project cost to single women for self-employment in Uttarakhand.

Key Points:

  • The departmental minister said that this subsidy will be given on projects costing Rs 50,000 to Rs 2 lakh, while 25 percent of the amount will be given as a loan without a guarantor.
  • The departmental minister informed that a proposal is being prepared at the directorate level for the self-employment of single women. It will be presented in the next cabinet after the approval of the Department of Justice, Finance and Personnel.
  • The departmental minister said that in the first year, 500 women would be benefited from the scheme. There are about 1.5 lakh single women in the state. Apart from this, the amount of Rs 30 thousand received by the workers from the Anganwadi Welfare Fund will be increased to Rs 50 thousand. Both proposals will be brought to the next cabinet.
  • The minister said that there are four lakh single women in the state, but to make economically weak single women self-reliant, the scheme to be launched in the name of 'Ekal Mahila Self-Employment' will cover about one and a half lakh women.
  • These women will be able to do any self-employment-related work like animal husbandry, beauty parlour, tea shop etc.
  • To get the benefit of the scheme, the age of the woman should be 22 to 45 years and the annual income should be less than 72 thousand rupees.
  • Among Single Women, widows, divorced, abandoned, unmarried women, as well as transgenders, will also be eligible for this scheme.
  • In the meeting, while increasing the scope of the Mahalakshmi kit, the minister instructed to prepare a proposal for giving the kit even after the birth of a child.

GIA map of the Entire State will be prepared

Why in News?

On 14 May 2023, Commissioner & Secretary of Uttarakhand Revenue Council, Chandresh Yadav told the media that for the first time, the entire land of the state would be surveyed by taking the help of modern technology. After this, a map of the entire state will be prepared with GIS (Geographical Information System).

Key Points:

  • A budget of Rs 150 crore has been arranged for this by the state government. Uttarakhand Revenue Council has been made the nodal agency for this work.
  • The Uttarakhand Revenue Board will conduct a survey of the land recorded in the revenue records under the Digital India Land Records Modernization Program (DILRMP). Along with this, details of the land of all government departments will also be collected.
  • Under the Digital India Land Records Modernization Program, a target has been set to complete the survey work of the entire land of the state in about two years. The RFT tendering process will be started after the order is issued by the Chief Secretary.
  • The survey work will be done with Aerial Lidar (Light Detection & Ranging) technology. This is the survey's aerial mapping technique, which uses calibrated laser returns from the Earth's surface and is accomplished via a GPS-tracked aircraft equipped with on-board positional & IMU sensors.
  • It is known that due to the hilly terrain of the state (9 districts), all the lands are embroiled in the dispute of round accounts. Government is not able to start many development schemes due to the non-availability of land. At the same time, many departments do not have records of their own available land.
  • To overcome all these problems, the government has now decided to conduct a survey of the entire land. For this, a governing body has been constituted under the chairmanship of Chief Secretary Dr. S.S. Sandhu, in which Chief Secretaries, Principal Secretaries, Secretaries and Heads of Departments have been made special invitees.
  • After the survey of the entire land in the state and preparation of the GIS map, it will help in solving the issues related to land disputes. Along with this, it will be easier for the government to take decisions at the planning stage. The Bhu Aadhaar Number (ULIPN) of every land will be prepared.
