Block Change Plan

Why In News?

  • On March 13, 2023, Haryana Chief Secretary Sanjeev Kaushal told a meeting with administrative secretaries in Chandigarh that as per the instructions of the Chief Minister, the state government came up with a 'Block Transformation Plan' to identify and develop one undeveloped block in each district.

Key points

  • In the meeting, Chief Secretary Sanjeev Kaushal informed that 18 commitments and 9 Key Performance Indicators (KPIs) have been finalized to identify underdeveloped blocks in the state.
  • He said that under the Block Development Program, one underdeveloped block is being identified from each district and infrastructure and governance, health and nutrition, education and skill equality and empowerment, water and sanitation work will be started based on various KPIs including poverty alleviation, energy management, social development, agriculture and irrigation.
  • Based on the data received by the department, these KPIs will be monitored regularly on monthly and quarterly basis.
  • The Chief Secretary informed that competition of selected blocks will also be organized, and the best performing block will be rewarded.

39th Haryana Livestock Exhibition-2023

Why In News?

  • The three-day 39th Haryana Livestock Exhibition-2023 was organized in Charkhi Dadri district of Haryana from March 12 to 14, 2023.

  • At the conclusion of the 39th Haryana Livestock Exhibition-2023, Chief Minister Manohar Lal Khattar informed that six polyclinics would be set up in the state for the care of animals. A polyclinic will also be set up at Charkhi Dadri. Presently 7 polyclinics are functioning in the state.
  • Apart from this, the budget of Gau Sewa Aayog has been increased 10 times to Rs 400 crore for the care of cattle in the state.
  • The Chief Minister informed that in the budget of the year 2023-24, a new project Sanjhi Dairy has been envisaged. Under this project, a shed will be built on the land of the panchayat, in which cattle rearer’s, who do not have space to tie their animals, will be able to keep their animals in this common shed. This work will be done by the Cooperative Department and this scheme will be launched on April 1, 2023.
  • He said that the state government has made strict laws for the protection of cows. Provision has been made for punishment of up to 10 years and fine for cow slaughter. There are 632 Gaushalas in Haryana.
  • Cow Service Commission has been constituted in the state. The budget has been increased to take care of the destitute cows. In this, more budget will be given to those cow shelters, which will take care of the destitute cows. Panchayats or other institutions will also take care of animals by building cow sheds, they will also be given grants.
  • Significantly, cow's A-to milk is very beneficial, due to which many types of diseases are cured. Its research has also been done. Consumption of A-to milk increases eyesight, and it is also beneficial in other serious diseases.
  • On this occasion, Agriculture and Farmers Welfare and Animal Husbandry Minister JP Dalal said that the purpose of organizing such fairs is to inform farmers and animal husbandry about new techniques, so that through these techniques their income can be increased by increasing milk production. must increase.
  • He said that it is the policy of the Gau Sewa Aayog to make a Gau Van in 22 districts of the state, where there will be arrangement to keep these animals. Haryana is the only state where more than 8 lakh animals have been insured.
  • JP Dalal told that according to the policies of the Government of India, a call center will be set up in the state, where cattle rearer’s will be able to call and demand an ambulance. Immediately after that the nearest ambulance will go to the cattle rearer's house. In the first phase, 70 ambulances will be arranged. Later there will be 200 ambulances.
  • Former Agriculture and Farmers Welfare Minister Omprakash Dhankhar said that the scientists of Hisar's Lala Lajpat Rai Veterinary Science University have succeeded in producing calves through surrogacy technique. Similarly, through buffalo research, success has also been achieved in producing a calf from a clone. With this, the state will move forward in milk production.
