Stressed Power Assets- Key Schemes
The power ministry has suggested two schemes for resolution of stress in the sector:
- Pariwartan Scheme
- It is proposed as an ARC (Asset Reconstruction Company) that shall take over stressed assets for “revitalisation”, during which it would implement corrective actions on such assets to enhance their economic values.
- Led by Rural Electrification Corporation Ltd., the proposal is that approximately 25,000 MW of stressed capacity be taken over by an asset management and rehabilitation company - jointly owned and funded by financial institutions.
- The asset would continue to be listed as non-performing asset (NPA) in the lender’s books and would be managed by a professional operation and management (O&M) agency.
- In order to implement Pariwartan Scheme, RBI would have to amend its regulations for ARCs.
- SAMADHAN Scheme
- Under SAMADHAN (Scheme of Asset Management and Debt Change Structure, or Samadhan), scheme, SBI-led group of bankers have selected 11 power plants with an overall capacity of over 12 GW, which are either complete or nearing completion.
- Banks would convert their loans to equity and then auction up to 51 percent of that.
Mission Satyanishtha
- The Indian Railways organized a programme on Ethics in Public Governance and launched “Mission Satyanishtha”.
- Mission Satyanishtha aims at sensitizing all railway employees about the need to adhere to good ethics and to maintain high standards of integrity at work.
- The objectives are:
- To train every employee to understand the need and value of ethics in personal and public life.
- To deal with ethical dilemmas in life and Public Governance.
- To help understand the policies of Indian Railways on ethics and integrity and the employee’s role in upholding the same.
- To develop inner governance through tapping inner resources.
- As per CVC statistics released every year, maximum corruption complaints are always against railway employees.
- Railways has also featured as one of the few organisations which went against CVC advice on individual cases of corruption as per the Prevention of Corruption Act.
