What is PRATIBHA Setu? 

Launched in June 2025, PRATIBHA Setu is a centralized online repository of verified, high-calibre candidates who cleared all stages of major UPSC examinations but were not recommended for final selection. These candidates can voluntarily opt to make their biodata available to interested employers across the public and private sectors. 

Key Features of the Platform 

  • Inclusion of Multiple Exams: Candidates from CSE, Engineering Services, Indian Forest Service, CMS, CAPF, CDS, IES/ISS, and Geo-Scientist exams are eligible.
  • Voluntary Participation: Only aspirants who opt-in will have their biodata shared.
  • Employer Access: Registered employers, including ministries, PSUs, academic institutions, and private companies, can browse profiles through a secure dashboard. 

By unlocking new professional avenues, PRATIBHA Setu acknowledges that UPSC CSE examination success is not the only measure of one’s potential. It gives you a chance to create change and contribute to the public sector in a capacity beyond the Civil Services. 

PRATIBHA Setu vs. the Previous Public Disclosure Scheme 

While the Public Disclosure Scheme allowed voluntary publication of marks and details, it lacked digital integration with employers. UPSC PRATIBHA Setu platform is both a revamp and a significant upgrade:

  • Greater Institutional Collaboration

Who Can Register and How? 

For Candidates 

Candidates who appeared in the UPSC interview stage but were not recommended in the final merit list can opt-in by giving their consent to UPSC for data sharing. They must provide accurate biodata, including qualifications, exam performance, and contact information. 

Who Is Not Covered? 

The UPSC Pratibha Setu platform does not cover candidates from the National Defence Academy and Naval Academy (NDA & NA) Examination and Limited Departmental Competitive Examinations (LDCEs) such as CBI(DSP) LDCE, CISF AC(EXE) LDCE, and S.O./Steno (GE-B/GD-I) LDCE. These exams are specifically excluded from the scheme.  

For Employers 

Government and private organisations with a valid Corporate Identification Number (CIN) can register on the platform. Once approved, they receive secure login credentials to access candidate profiles. 

Hiring Process 

Employers can: 

  • View and search candidate profiles based on exam type and qualifications.
  • Create a "wish list" or shortlist candidates. 
  • Contact shortlisted aspirants for potential job opportunities. 

This digital ecosystem ensures that high-quality human resources are matched efficiently with institutions that value them.
