World Bank Partners with India to Improve Air Quality in UP

Why in News? 

The World Bank, the Government of India and Government of Uttar Pradesh (UP) signed an agreement to support the Government of UP's Clean Air Plan which focuses on integrated solutions to improve the state’s air quality and create job opportunities for youth and women. 

Key Points: 

  • Project: To reduce air pollution levels and improve public health outcomes in Uttar Pradesh. 
  • Target Areas: The program focuses on the Indo-Gangetic Plain (IGP), specifically targeting high-pollution clusters in Uttar Pradesh (including Noida, Kanpur, Lucknow, and Varanasi). 
  • Objective: To achieve a 30% reduction in PM2.5 levels in participating cities by 2030, aligned with the goals of the National Clean Air Programme (NCAP). 
  • Focus: The Uttar Pradesh (UP) Clean Air Management Program ($299.66 million) will focus on clean air transition across key sectors like transport, agriculture and industry with clean air benefits spilling over to other states.  
  • New Monitors: Almost 200 new air quality monitors will be installed with data received from the U.P. Pollution Control Board. 
  • Total Project Outlay: $500 million, funded through the World Bank’s International Bank for Reconstruction and Development (IBRD). 
    • Financials: $299.66 million World Bank loan with a 10-year maturity, including a 2-year grace period. 
    • Private Investment: Targets $150 million in private sector funding for transportation and MSMEs. 
  • Regional Strategy: The Uttar Pradesh program is part of the World Bank’s Regional Air Quality Management Program in the Indo-Gangetic Plains and Himalayan Foothills (IGP-HF), a global air pollution hotspot.
