Union Minister of Jal Shakti, C. R. Paatil, and Rajasthan Chief Minister, Bhajan Lal Sharma, recently conducted a high-level review of the Jal Sanchay Jan Bhagidari 2.0 initiative.
Key Points:
- Initiative: Jal Sanchay Jan Bhagidari (JSJB) is a community-driven initiative focused on water conservation and groundwater recharge.
- It operates under the broader framework of Jal Shakti Abhiyan: Catch the Rain.
- The programme encourages the construction of artificial recharge structures, restoration of lakes and ponds, and rooftop rainwater harvesting systems.
- Previous Performance: Rajasthan, which secured third place nationally in the campaign's first phase, is now fast-tracking efforts to enhance groundwater recharge before the 2026 monsoon.
- National Performance: Rajasthan has emerged as a frontrunner, reporting over 88,000 completed works and 42,000 ongoing projects under the current phase.
- 3Cs Strategy: The campaign is driven by the "3Cs" mantra—Community participation, leveraging Corporate Social Responsibility (CSR), and optimizing Cost for sustainable outcomes.
- Decentralized Infrastructure:
- Targets: General districts are tasked with a minimum of 10,000 artificial recharge structures; Municipal Corporations also aim for 10,000 each.
- Focus: Construction of low-cost structures like rooftop rainwater harvesting, recharge pits, and the revival of defunct borewells.
- Financial Convergence: Funding is streamlined through the MGNREGA (with 65% of funds in over-exploited blocks earmarked for water works), Atal Bhujal Yojana, and the 15th Finance Commission.
