Case Studies
You are the district collector of a district. Migrant workers have been a major contributor to the economic development of your district and the state. A migrant tried to molest a 14-month-old girl in your district, due to which an atmosphere of hatred towards the workers is prevalent not only in the district but in the whole state. Some selfish elements are trying to take advantage of the situation. Attempts were made to worsen the atmosphere by intimidating the workers. In such a situation, a large number of migrant workers have started returning to their home state considering their own and families’’ safety. Because of it, not only the state's image is taking a hit, but the economic condition of the district is also likely to be impaired.
Being a public servant, what are your responsibilities and what will you do if you face this situation? (250 words)
Approach
My responsibilities -
- Being a public servant, it is my responsibility to ensure law and order in the district.
- The safety and security of migrant workers, prevention of flash out-migration and containment of rumours and fake messages is a priority.
- The culprit behind the heinous act should be punished as per legal trial and not through mob justice or lynching. Also those threatening the migrants should be booked.The image of the district and the state should not suffer. As a district collector.
- I must work to ensure that long-term economic benefits due to the district/state are not negated.
What will I do?
- I will act as per law to ensure justice. I will ensure that the child is provided justice, the culprit is arrested and tried. I will ensure that the girl child is provided healthcare facilities and post-traumatic rehabilitation.
- I will work to contain the atmosphere of hatred. Strict legal action will be initiated against miscreants threatening workers and rumour mongers will be discouraged. Relief and rehabilitation will be ensured to affected workers and their families.
- I will spread the message on mass media and social media to prevent the outward migration of workers. I will do everything possible to restore the image of the district and the state.
- I will keep my office and the police department on their toes until complete normalcy is restored in the district.
