Water Taxi Proposed for Delhi-NCR
Sep 21, 2016

Seeking approval for a boat transport service on a section of the Yamuna, the Inland Waterways Authority of India (IWAI) has moved the National Green Tribunal (NGT), prompting the green panel to ask the Central and Delhi governments for a response.

The IWAI has sought permission to construct an environment-friendly water taxi project on the river, which has been declared National Waterway 110 under the National Waterways Act 2016, for shipping and navigation facilities from Wazirabad to Fatehpur Jat in UP. This is in accordance with the Inland Waterways Authority of India Act, 1985, and the National Waterways Act 2016.

A Bench headed by NGT chairperson Justice Swatanter Kumar issued notices to the Ministry of Water Resources, the Environment Ministry, the Delhi government, the Delhi Development Authority, the Delhi Pollution Control Committee, and others.

In its plea, the IWAI said that it had conducted a pre-feasibility study for integrated development of the Yamuna to enable navigation and develop water transport facilities in the Delhi region (Palla-Wazirabad-Okhla). The study revealed that water taxis, ferries and recreation activities are the most feasible and environmentally sustainable options for the said stretch.

  • The proposal mentioned the development of five boat-like structures, which would be anchored by cables across a portion of the river.
  • These boats will be less than 20,000 square metre in size.
  • The petition has called the project an ‘environment friendly’ initiative.
  • It said that five floating terminals will be set up which will be removable, and the effect on the flood plan will be insignificant.
  • Approach roads to the terminals will also be made from ‘kuchcha’ material.
  • The tribunal had earlier prohibited any construction activity in the demarcated floodplain of the Yamuna.
  • It is in pursuance of this order of the tribunal that the applicant is seeking the indulgence and permission of NGT for the development of an environment friendly and complimentary water transportation in the Delhi stretch of Yamuna.
  • The upstream of Wazirabad was identified as a clean portion of the river, where the project can be implemented. The portion of the river is fairly clean and such a project can be started.
  • The proposal involves development of five floating terminals or jetty-like structures that would be anchored by cables.
