Modi-New York Ex-Mayor for Partnership in Smart City Initiative

The Prime Minister Narendra Modi and former Mayor of New York City and U.N. Special Envoy for Cities and Climate Change, Michael Bloomberg announced a partnership between Bloomberg Philanthropies and the Ministry of Urban Development, Government of India, to advance the Smart Cities Initiative. 

Key Points :

  • The Smart Cities Initiative is an effort to promote economic growth, improve governance, and deliver more effective and efficient public services to India`s urban residents. 

  • Under the partnership, Bloomberg Philanthropies will provide assistance to the Ministry of Urban Development to select cities for Smart Cities Mission funding on a continuous basis. 

  • This approach is different from the conventional approach, which involved preparation of Detailed Project Reports, and their appraisal and approval by the Central Government. 

  • It will ensure that real citizen engagement happens, as people get involved both in design and execution of city development plans. 

  • This will actualize the idea of cooperative and competitive federalism. 

  • Michael Bloomberg has cautioned that global financial institutions are increasingly coming under pressure not to assist any development activity that does not adequately address environment and climate change concerns.

  • Michael Bloomberg has agreed to assist the Ministry of Urban Development in organising a City Challenge Competition for assessing cities and towns for inclusion in the smart cities development programme.

  • Michael Bloomberg pointed out that carbon emissions in New York had been reduced by 19 per cent and life expectancy increased by three years in the past few years.

  • Ministry of Urban Development gave a broad account of the various initiatives being undertaken, including the building of smart cities, new urban development mission for 500 cities, development of heritage cities and Swachh Bharat Mission, among others.

After the announcement of partnership senior officials of the ministry and a delegation of Bloomberg Philanthropies held five-hour-long discussions on related matters. The discussions were focused on criteria for selection of cities for developing them as smart cities, components of smart city development, essential reforms required to be implemented, capacity building of urban local bodies and the road map with emphasis on citizen participation in development of smart cities.
