Communal Violence Bill cleared by Cabinet

The Cabinet has cleared the Communal Violence Bill. The new bill is proposed to be neutral between communities, While the earlier one put the onus on majority community, there is no onus on any community now. Officers will be held responsible in the event of failure to prevent riots, a considerable change from its earlier stand which exonerated the state officials.

Frther to maintain federal balance, Centre will take action in riot cases only after a state recommendation. After the law comes into force, the Centre will be duty bound to send forces to riot-hit areas only on the request of the local administration. 

Some of the other contentious points of the Bill include the following :

a) The Bill asks for a national compensation model.

b) It also addresses the issue of compensation, not only in case of loss of life but also livelihood.

c) Additionally, the definition of minorities also includes linguistic minorities.

d) It also make no difference between perpetrator on the basis of religion.
