660 Nirbhaya Rape Crisis Centres to be set up

After almost one and a half years since the infamous December 16, 2012 Delhi gang-rape case, the Government has announced setting up of 660 rape crisis centres—named Nirbhaya centres. The Government has decided to set up these centres, which will function 24x7 in all 640 districts and 20 additional locations in the country. The project will cost Rs. 477 crores approximately.

The idea is to make these Nirbhaya Centres as one-stop centre for all women victims of molestation, rape, sexual assault and domestic violence. These centres will provide them will medical assistance, police assistance, psycho-social support and counseling, legal aid and temporary shelter.

Victims of violence can approach the Nirbhaya centres where they will be provided medical assistance like referral to hospital and also will be assisted in filing FIR. They will be counselled, provided legal aid and short stay with food and clothing at the centre itself along with video conferencing facility.

The Government plans to post a retired police officer at the centres to facilitate prompt and proper filing of FIR by the Ministry of Home Affairs, State or District. The centre will also have a ready list of lawyers to provide legal aid to the victims. 

Nirbhaya centres will initially operate in rented premises and the shelter facility for the victims will be also arranged at the centre itself.

A National Taskforce will be created under the Chairpersonship of the Secretary of WCD and comprise of representatives from the Ministry of Home Affairs, Health, Law and Justice, NALSA to monitor and evaluate the functioning of all the centres annually. Further, a Project Management Unit (PMU) will be set up which will act as the Secretariat to the National Task Force.
