16th India-Russia Intergovernmental Commission on Military-Technical Cooperation Meeting
Nov 04, 2016

The 16th meeting of the India-Russia Intergovernmental Commission on Military-Technical Cooperation (IRIGC-MTC) was held recently in New Delhi. The Indian side was headed by the Defence Minister Manohar Parrikar while the Russian delegation was led by his counterpart General Sergey Shoigu.

  • The meeting took place against the backdrop of the highly successful 17th Annual Summit between Prime Minister of India Narendra Modi and the President of the Russian Federation, Vladimir Putin in  Goa.
  • This meeting reviewed all aspects of defence cooperation.
  • All the sub-groups under the IRIGC¬-MTC had met and submitted their reports.
  • There are two Working Groups and seven Sub-Groups under the IRIGC-MTC, which review and discuss an array of military technical issues.
  • Defence cooperation is an important pillar of the India-Russia strategic partnership. It is guided by the Programme for Military Technical Cooperation signed between the two countries which is valid, at present till 2020.
  • India and Russia have an institutionalized structure to oversee the complete range of issues of military technical cooperation. The India-Russia Inter-Governmental Commission on Military Technical Cooperation (IRIGC-MTC), set up in 2000, is at the apex of this structure.
  • The two Defence Ministers meet annually, alternately in Russia and India, to discuss and review the status of ongoing projects and other  issues of military technical cooperation.

While Military Technical Cooperation is progressing well, India feels that the traditional military-to-military cooperation needs more focus. The pace and depth of exchanges at the level of Chiefs, training of personnel in each other's institutions, joint military exercises between all armed forces should be enhanced. Both countries could mutually work out the modalities of increasing the military-to-military cooperation and draw up a roadmap for implementation.
