Nov 14, 2016 Related to : GS Paper-2

Ans :

Recently India and Japan have signed a historic civilian nuclear deal with Japan during the Indian Prime Minister visit to Japan for annual bilateral summit held in Tokyo. The nuclear deal with Japan is a historic step, as it helps India in accessing Japan’s nuclear market and nuclear technology. The deal has been under negotiation since last six years.

  • In 1998, when India conducted its nuclear tests, Japan put all political exchanges with India on hold, froze aid and announced economic sanctions immediately.
  • In 2001, economic sanctions were lifted and in 2009, the two countries began an annual strategic dialogue.
  • Since last six years India has been negotiating with Japan about on access to Japanese nuclear technology and market.
  • It has reached fruitful stage in 2015, when Japan’s Prime Minister visited to India in 2015.
  • Considering the India’s exemplary record in nuclear prudence, recently Japan as agreed to provide access to its nuclear technology and market to India by signing an agreement.

  • The nuclear deal with Japan is critical to India’s renewable energy plans as Japanese companies that produce cutting-edge reactor technology are important for India’s growing energy needs.
  • Similarly Japanese companies have significant holdings in their American and French partners negotiating for nuclear reactors now, hence this deal helps India in accessing various cutting edge nuclear technologies.
  • The nuclear agreement with India is Japan’s first nuclear deal with a non-signatory to the Non Proliferation Treaty, and it recognises India’s exemplary record in nuclear prudence.
  • It will boost the morale for India and it strives much-needed moral boost India’s membership in the Nuclear Suppliers Group (NSG).

The recently signed deal also includes the clause that Japan can give a year’s notice before terminating it in case India breaks the nuclear testing moratorium that it had extended to Nuclear Suppliers Group in 2008.

The nuclear agreement deal with Japan is significant as it will help guarantee Japan’s continued support to India’s civil nuclear programme. As India’s economy is one of the fastest growing in the world, it is in need of newer energy sources. Japan having cutting edge technology, it will definitely provide huge boost for Indian economy. In this background the recent agreement is right step in prosperous path that India has adopted.
