Q. Will Stand-up India succeed in promoting entrepreneurship among excluded community?

Introduction-

Stand-up India is an action plan aimed at promoting bank financing for start-up ventures to boost entrepreneurship among SCs/STs, women communities. This initiative is launched recently by central government.

Important features of these initiatives are –

  • Target of at least 2.5 lakh approvals is 36 months for loans between Rs 10 lakh and Rs 1 crore, repayable in up to seven years. 
  • Refinance window through SIDBI with an initial amount of Rs. 10,000 crore.

  • Creation of a credit guarantee mechanism through the National Credit Guarantee Trustee Company (NCGTC).

Initiatives focused on entrepreneurship and empowerment for excluded groups within the market economy is certainly a more practical way of empowering these sections. As it aims at turning job seekers into job creators, ensuring the integration of these marginalised sections of society into mainstream economy.

Apprehensions- 


Disbursal of loans alone does not transform these sections of society. Already existing institutions like the National Scheduled Castes Finance and Development Corporation, Mahila Bank had little impact on changing the state of entrepreneurship among these sections. There is need of genuine promotion of entrepreneurship among excluded section. These groups need to be able to operate within the business environment without the artificial of intervention by state institutions that are often controlled by wealthy class.

Conclusion.

Handing out loans is basically different from empowering people with the connections needed for successful businesses. This is an opportunity to align more inclusive social agenda with firm political message. Hence government should implement and promote this initiative with more vigour.
