Q. Productivity of Parliament in Monsoon Session: Comment on recently concluded monsoon session’s productivity of Indian Parliament.

Introduction-

Recently concluded monsoon session of Parliament was one of the most productive sessions of Parliament in the life of the 16th Lok Sabha. Fifteen laws have been passed, including the 122nd Amendment to the Constitution to enable the transition to an integrated value-added tax on goods and services.

Highlights of Monsoon session-

  • Rajya Sabha chairman hailed the session as highly productive, Lok Sabha speaker also echoed same feeling.
  • Performances of both the houses were, while the productivity of the Lok Sabha was recorded at 110.84%, that of the Rajya Sabha was 99.54%.
  • In Lok Sabha 14 bills were introduced and 15 were passed. The Rajya Sabha has passed 14 bills, while one, The Maternity Benefit (amendment) Bill, 201 was introduced.
  • In total Parliament passed 15 bills including most important constitutional amendment bill on GST.

How productivity was improved?

  • Differences on the provisions of the Bill were resolved as both sides demonstrated a sense of accommodation and showed that there was political will to pass the law.
  • The government showed to engage the Opposition in the Rajya Sabha, where the ruling party is short of numbers, is praiseworthy move.
  • The Question Hour was put to good use this last session. Lively discussions took place on many pressing problems like Kashmir, Dalits, price rise and, of course, the Goods and Services Tax.

Analysis-

  • The discourse inside Parliament reflects and influences the debate outside Parliament.
  • Job of the Parliament is not just to make laws, but also it is forum to hold government accountable. The Opposition raises issues, demands discussion and asks questions to which the government gives answers.
  • In all these fronts, monsoon session of Indian Parliament has scored well and yielded high productivity on all issues concerned to people.

Conclusion-

The recent monsoon session of Indian Parliament was very productive in all aspects. It has passed various important bills, and held heated debate on various important issues of people. In this background the performance of parliament was very good and it will help to strengthen the Indian democracy.
