Sep 29, 2016 Related to : GS Paper-2

Ans :

Introduction-

Since last five and half years Syrian is witnessing heavy violence between regime and various rebel outfits which are supported by outside powers. It all began with civil strife and converted into deadly war due failure of global powers and international agencies like United Nations. In this war Syria has lost about half million of its people.

Syrian truce deal-

Russia supports regime and America has extended support to rebels. Recently Russia and America have agreed to cease hostilities and bring peace in the nation. Though they experienced set back earlier but both of the nation proper ceasefire agreement recently. It has brought some relief to Syrians as well as international community.

Issue-

But within week of reaching agreement, the Syrian regime and the rebels are back fighting each other, erasing the advances made through months of negotiations. Both regime and rebels blame each other for violating ceasefire agreement. Similarly America and Russia are blaming each other for unwanted airstrikes.

Key reasons-

  • Currently regime headed by Bashar al-Assad making advances in the war-field by recapturing few important cities and has always been high on its agenda, and it is least interested in ceasefire deal when it is making advances in battlefield. While making advances, the regime forces might commit another massacre, which the world should not let happen.
  • Similarly Russia wants the rebels must isolate the jihadists among themselves, and it has been asking the western countries to target jihadist groups.
  • Though America has said it is fighting all jihadist groups in Syria, but it is now focussed only on the Islamic State, which is in retreat. Other jihadist are very active in this region.
  • These issues has once again created trust deficit between America and Russia, as well as regime and rebels.

Conclusion-

In the last five and half years, Syria has witnessed heavy bloodbath. The international community has become mute spectators. Recent ceasefire talks and agreement has brought some hopes. But deal has been broken by all players and now they blaming each other. Despite some setbacks, America and Russia need to stay engaged in talks. It is the high time to establish peace in the Syria. In this background an international ceasefire deal between the America and Russia still seems to be the best option to turn around the Syrian situation.
