Q. Privacy for Aadhar: Discuss the issues and provide suggestion with respect to privacy of Aadhar.

Ans :

Introduction-

Aadhar is a unique identification number issued by the Unique Identification Authority of India (UIDAI) on behalf of the Government of India to individuals for the purpose of establishing the unique identity of every single person. It collects all biometric data of an individual and it will serve as a proof of identity and address anywhere in India.

Issue-

  • Since its inception Aadhar, has been questioned over the issue of privacy. Many accused that biometric data collected for Aadhaar are unsafe, and it can be decrypted easily. Also many claimed that the Aadhaar database is used for authentication without the permission of the individual concerned. 
  • But recently again central government assured that the biometric data collected for Aadhaar are safe, encrypted and secure, even as the Aadhaar database is used for authentication with the permission of the individual concerned.

Analysis-

  • Government wants to use aadhar in every government beneficial schemes to curb the leakages in those schemes. But many times government websites have published Aadhaar numbers, alongside the names of beneficiaries under assorted government schemes.
  • In the backdrop of various online data theft, there an urgent need of strong protocols of process and procedure that people need to be trained in, to secure sensitive data and data systems. Hence it requires a strict law to penalise breaches of privacy, including via Aadhaar.   
  • Since Aadhaar allows for verification using biometrics, financial transactions using Aadhaar should ideally make use of this in various transactions like POS equipment that can scan and authenticate biometrics by querying the Aadhaar database without such data getting locally stored and being used without the data owner’s explicit permission.
  • This can be made possible with a combination of technology and standards of data security on the lines of the Payment Card Industry Data Security Standard and also it should clearly specify those who can ask aadhar details.

Conclusion-

The concept of Aadhar has mainly intended serve the purpose of identity card and to curb the leakages in social beneficial schemes. As it has been established for good cause, but the anomaly about this must be classified effectively. It can be made possible by bring strict privacy law to curb any kind of misuse and to establish individual privacy.
