Q. Population control by Assam Government: Comment on proposed population control by Assam Government.

Introduction-

Recently the Assam Government has drafted population control policy, which is aimed at enforcing a norm of two-child. The proposed draft policy states that, those couples with more than two children would not be eligible for government jobs or public office. Many observers hailed it as sound policy to control population and some of them criticised for its penal measures. 

Analysis-

  • Assam Government’s draft policy aims to reduce the state’s population growth rate. Assam’s decadal growth rate has been declining since last few decades and currently it is 17.7%, on par with the nation. But the government want to reduce it further for overall development of the state. 
  • The draft policy also seeks to improve health outcomes through better access, reduce maternal and infant mortality, and, thus, aims to bring down the total fertility rate in the state. Currently the mortality rate is 2.3, and government has made the target replacement level rate of 2.1. 
  • The national policy does not have two-child norm, but the Assam government proposed two-child norm unequivocally. Though many criticised for such two-child norm, but overall it is intended for larger development. 
  • The draft policy aims to for reducing reproductive health-related morbidity, improving education options for girls, public awareness for reproductive health and population issues, ensuring gender equality, and improving care for elderly.
  • The policy aims to improve the overall social infrastructures by improving health and education effectively, leads to larger development of the state and which in turn have impact on other states.  

Conclusion-

The proposed population control measure of Assam government is well intended, it just not only reduces the population growth, but it also aims to improve health and education of its population. With reduced population, social infrastructures can reach more people effectively. It will also lead to the overall development of the state, which in turn will have impact on other states to go for such norm.
