Q. PM Modi's visit to Saudi Arabia will be high on potential as Saudi Arabia is facing strained relationship internationally. Evaluate.

Introduction -

Saudi Arabia is one of the important partners for India in the region; both countries have good trade and investment relationship (about $40 billion bilateral trade). Also India’s more than 3 million diaspora works in that country (their families back in India is dependent on them). This year PM Modi is visiting Saudi Arabia which has numerous possibilities.

High on Potentials - 

  • This visit will help in upgrading the important key agreements like, the energy security partnership (of 2008), the strategic partnership (of 2010, includes robust anti-terror cooperation), and the defence partnership (of 2014) and also blending them to form the basis of a new relationship.

  • It helps in improving the bilateral trade and investment relationship (beyond its current oil dependence trade).  India is keen to see Saudi Arabia’s investments in India (on par with its expectations from UAE). Also the Saudi Arabia is pitching its mega project like Economic City, with a deep-sea port as a connector between the East and the West, and wants India to see it as a gateway to its new forays into Africa.

  • It will also helps in protecting the interest of Indian dispora in Saudi Arabia.  Even both countries are trying to move away from the conventional image of exploited Indian labourers living Saudi Arabia. 

Saudi Arabia’s geopolitical issues -

  • Though relation between Saudi Arabia and Pakistan once seen as most closely woven, it was strained since last year, because Pakistan refused to join Saudi in its Yeman bombing. A closer India- Saudi tie has created disquiet in Islamabad and it does want to see a healthy relationship among both. 

  • Also Saudi is facing allegations of funding for ISIS troops, that’s why its relationship with USA, its strongest international ally under strain. 

  • Though China is major ally of Saudi Arabia, but growing ties between China –Iran also affecting Saudi internationally, as Iran plays major role as a connector to central Asia and west Asia in China’s OBOR project.  

Conclusion - 

In this backdrop PM Modi’s visit to Saudi Arabia has gained importance about India’s foreign policy and it has high on potential to improve the ties between both countries.
