Q. New symphony in India-USA relations: Comment on the outcomes of PM Modi’s visit to USA with reference to emerging relationship between both nations.

Introduction-

In recent visit to USA, while addressing USA congress Prime Minister Narendra Modi said that the partnership between India and the United States has overcome the hesitations of history and quoted Walt Whitman to indicate that there was a new symphony in play between India and the U.S.

Background-

In the backdrop of cold war India became a founding member of the Non-Aligned Movement to avoid involvement in the power-play between the USA and Soviet Union. But due to Nehurvian socialism and USA’s tactic support to Pakistan brought India closer Russia. Post the Cold War India-USA ties have been on an upward trajectory marked by sharp drops and unexpected rises.

With changing geo-politics and dissolution of Soviet Union, India adopted more pragmatism in its foreign policy and started developing good relations with USA. From Rajiv Gandhi to now Narendra Modi (including PVN Rao, AB Vajpayee and Manmohan Singh) governments played key role in developing relations between both nations, for which PM Modi termed as natural allies. 

Outcomes of recent visit-

Civil nuclear energy cooperation-

  • Both nations cleared all hurdles relating to the renewal of civil nuclear energy cooperation between the two countries and it will lead to India’s integration into the global nuclear order.

  • With this India’s nuclear plant operator, NPCIL and the US vendor, Westinghouse begin the preparatory work on the construction of six nuclear reactors in Andhra Pradesh.

  • Again USA extended its support to India’s membership of the NSG. It also welcomed India’s imminent entry into the Missile Technology Control Regime and backed India’s claim to join the Australia Group on chemical weapons and the Wassenaar Arrangement on conventional weapons and dual use technologies.

Defence-

  • Both countries renewed the defence framework with a more ambitious agenda and announced the successful negotiation of an agreement on mutual logistics support and made progress on a range of other agreements.

  • USA declared India as Major Defence Partner, with this India will enjoy the same level of access to defence technologies that America’s closest allies and partners. 

  • USA committed to support for the Make in India projects in the defence sector that will help modernise India’s arms industry.

Security-

  • Both counties will identify specific new areas of collaboration with respect to security. Though it is short of details, but definitely it will generate the momentum for a big leap forward in addressing the shared challenges from terrorism, extremism in the region.

  • Both countries resolved to look to each other as priority partners in the Indo-Pacific. Beyond the bilateral and regional both nations set out an ambitious framework long-term partnership in maritime, air, space and cyber domains.

  • Also both nation work more aggressively on operations on piracy, peacekeeping and patrolling to prosper security in the region.

Conclusion-

Even though relation between India and USA saw ups and downs in the initial years of independence, but since last few year the relation between both nations emerged more significantly. Recent visit of Indian Prime Minister forged this relation to further stronger. With various important agreements, strategic partnership and USA’s support in India’s bid to NSG Indians will get significant benefits by the recent visits.
