Q. Mismatch in job market: In the backdrop of International Labour Organisation forecast on unemployment, comment on the issue.

International Labour Organisation (ILO) forecast that the number of unemployed people in India is expected to increase from 17.7 million in 2016 to 18 million by 2018. According to ILO the number of unemployed people in India is expected to rise by 1 lakh in the year 2017 and another 2 lakh in the year 2018. 


  • Since the financial crisis of 2008, the mismatch between the number of people who annually reach working age and the availability of jobs has been a matter of constant concern.
  • As ILO forecast that the numbers of unemployed are increasing, but the growth in gross domestic product registering a six-year low in 2016. 


  • The recent ILO forecast on unemployment is matter of concern for policy makers. Majority of workers in India are daily wage earning class. 
  • The unemployment rate is expected to rise modestly but the pace of labour force growth outstrips the total job creation. Slow economic growth paints worrisome picture for Indian economy.
  • Even global economy is also facing issue of increase in unemployment rate and that has far reaching consequence on India, as India does outsourced activities of many developed country.   
  • In case of unemployment the hardships will become more apparent when seen in the backdrop of either the absence of strong welfare legislation or its effective enforcement in India.
  • Hence there is a need of co-ordinated effort to provide fiscal stimulus and an increase in public investment that takes into account country’s fiscal space. 


As international labour organisation raised various issues of unemployment, it has become cause of concern for global economy and particularly of India. It has been witnessed the growing concern of mismatch in the job market. In this backdrop policy makers should bring strong economic reforms to fill the gap in job market.
