Q. Indus water treaty issue: In the backdrop of recent terror attack, discuss the issues related to Indus water treaty.

Introduction-

Indus water treaty is water sharing treaty between India and Pakistan. The treaty has been brokered by World Bank, and it has been signed between India and Pakistan in 1960.  It is distribution of Indus and its tributaries water among India and Pakistan. According to this treaty, the control over the three eastern" rivers, the Beas, the Ravi and the Sutlej was given to India, and control over the three western rivers, the Indus, the Chenab and the Jhelum has been given to Pakistan

Issues-

  • In the backdrop of continuous support to terror activities by Pakistani regime, particularly after recent attack in Uri, India is examining all options to send strong message to Pakistan.
  • After terror attack in Uri, many observers are arguing to either revisit or abrogate the Indus water treaty.
  • Similarly treaty is not in favour of India, due it Indian states are not getting their rightful share of water.
  • Hence abrogating treaty will bring justice in water sharing and also punishes Pakistan for supporting terror activities.

Problems-

  • Currently India enjoys respect for its consistency in international forum, hence unilateral abrogation of treaty may have impact on India in international forum.
  • Pakistan being a rouge state, abrogation of treaty may further encourage Pakistan to support terror activities in India.
  • Being a most respected country, India should not deny the rightful share of Indus water to its neighbour countries.

Suggestions-

  • Instead of abrogating the treaty unilaterally, India should revisit the treaty and demand for its rightful share of water.
  • Similarly India should may optimum utilisation of Indus water, by building dams in the catchment areas.
  • In international forum, India must use Indus water treaty as strategic instrument to put pressure on Pakistan to curb terror activities.

Conclusion-

Indus water treaty has compromised the India’s interest, but abrogating treaty unilaterally is not the solution. Hence India must revisit the treaty and demand for its rightful share of water. It will bring justice to India, and also sends strong message for Pakistan for its covert support for terror activities.
