Q. India's reply at UNGA on Pakistan: Comment on India's reply at UNGA on Pakistan and Terrorism.
Sep 28, 2016 Related to : GS Paper- 2 and 3.

Ans :

Introduction-

Recently external affair minister of India has replied in measured and effective speech at United Nations General Assembly (UNGA). In her speech external affairs minister has answered to all aspects related to terrorism and Pakistan in a efficient way.

Key features of speech-

  • Present government in India has begun its term in office with extraordinary outreach to Pakistan, by inviting to Delhi for oath taking ceremony and has pushed for secretary level dialogue on all issues.

  • A series of terrorist attacks and an uptick in violence in Kashmir are driven by infiltration from across the LOC and it is part of larger problem.

  • Some nations are continued to use terrorist groups as instruments to pursue their perceived national interests.

  • This engendered violence and instability, which jeopardised shared global aims like economic growth and poverty reduction.

  • The only solution to this problem was to push through the Comprehensive Convention on International Terrorism, proposed by India in 1996 and which has been never looked back since then.

Analysis-

  • India has delivered its view on Pakistan sponsored terrorism more effectively in precise language.

  • But transforming India’s coherent argument into an effective diplomatic strategy will be a tough ask. Even though India has countries like Bangladesh and Afghanistan in its corner, it need more such support.

  • At the international level though America has slashed both civilian and military aid, but USA has stopped well short of isolating Pakistan, fearing losing what influence it still has over the country’s nuclear-armed generals.

  • The UK, with its large Pakistani origin population, sees Pakistan as a key counter-terrorism ally. And China has cultivated Pakistan aggressively, seeing it as an instrument with which to hit anti-China jihadists, and as a strategic ally in South Asia.

  • Hence India needs to work-out more to combat terrorism and to isolate all the activities that helps or promote terrorism.

Conclusion-

At the global India has maintained its responsibility and playing important roles such as custodian of global order. Though India has made all right moves, but it takes time to get succeed in global arena. India must keep its fight against terrorism both diplomatically and strategically to contain Pakistan sponsored terrorism.
