Q. Compensatory Afforestation Fund Bill: Discuss how Compensatory Afforestation Fund Bill will helps in global effort to tackle climate change.

In budget session, Lok Sabha has passed the Compensatory Afforestation Fund bill, 2015 that seeks to establish setting up of a National Compensatory Afforestation Fund and also a State Compensatory Afforestation Fund. Now government and opposition have forged consensus on the bill and soon it will also get cleared in Rajya Sabha.

How it helps to tackle climate change-

  • The Compensatory Afforestation Fund Bill is aimed to achieve India’s commitment of creating an additional carbon sink for 2.5-3 billion tonnes of carbon dioxide equivalent via additional forest and tree cover by 2030.
  • With enactment of the bill Central and state agencies will spend the money, collected from project developers, to create new forests in lieu of those cleared for things like mines. Forests comprise 21.34% of India’s land mass, but 43% of this cover is degraded. Degenerating degraded forests is vital to tackle the issue of climate target.
  • Heavily forested states find it difficult to find non-forest land for compensatory afforestation. The above bill has taken this issue on board and made required arrangements for that.
  • Similarly this bill addresses the other lacunas in Forest Act and it focuses on ensuring countrywide afforestation programme, which in turn will addresses the various issues of climate change.


  • Government should make it clear to the project developer that settling all claims under Forest Rights Act is a prerequisite for afforestation in degraded areas.
  • The tribal affairs ministry and the states should prioritise settling of community and individual claims in degraded forest areas.
  • The programme should involve scientists and local representatives in preparing and implementing afforestation projects.


The Compensatory Afforestation Fund Bill accords an opportunity to augment the quality of India’s natural capital. It will be a historical legislation and will go a long way in ensuring countrywide afforestation programme, also it will play measure role in tackling the issues of climate change.
