Q. Chennai oil spill issue: Comment on impact of recent oil spill in Chennai coastline.
Feb 04, 2017 Related to : GS Paper-3

Ans :

Recent collision of two ships in the Chennai coastal line, one tanker carrying petrol and the other carrying LPG have been resulted into heavy destruction in the significant parts of Chennai coast line. The recent accident between two ships is tragic and ironic.

A large quantity of oil was released into the sea, which has been affected to marine life as well as livelihoods of coastal communities.

  • Earlier collisions between ships were common, but in recent times availability of GPS-based navigation system have made their operation much safer.
  • The collision came at the time when there is steadily declining pollution due to such incidents. The scale of the disaster is such a high that a large number of dead turtles and fish were washed ashore.
  • Many observers felt that the spill had not been quickly contained. It raises the questions on the efficacy of the National Oil Spill Disaster Contingency Plan under the leadership of the Coast Guard.
  • Failure to safeguard marine turtle and bird habitats is a clear violation of the provisions of the Convention on the Conservation of Migratory Species of Wild Animals, and its specific memorandum on the Indian Ocean-Southeast Asian region to which India is a signatory.
  • Hence recent incidence has eroded the confidence of the international community in the country’s ability to fulfil its commitments within the UN system to protect marine life and biodiversity.
  • Hence an independent inquiry is vital to determine the efficacy training and acquisition of equipment to handle such accidents for all agencies.

The recent collusion of oil ships in Chennai coastline has again reflected India’s poor response to disaster management. It has caused heavy damage on marine life and also affected humans across the costal line. Similarly it has eroded the confidence of international community in the country’s ability to fulfil its commitments.  Now time has c0me to take requisite actions and precaution for the case of future.
