Q. Budget 2017 on education: Comment on new approach adopted by government on its education policy in budget 2017.

Budget 2017-18 of the central government marks a major shift in the government’s approach towards education. The government has though improved 10% of funds in improving outcomes of the education and kept share of access to education stagnant at 3.79%. Similarly government has proposed to establish Innovation Fund for Secondary Education and National Testing Agency for entrance to higher education.

How it is shift from previous approach-?

  • For the first time union government has outlined a transitioning of the government’s role as providers of education to enablers of learning.
  • Various assessments and survey reflected that very low learning capacity of both children as well as teachers. Hence there is need to move its focus on enhancing educational outcomes.
  • Till now government focused on enhancing the funds to improving the access to education and by and large ignored the improving learning capacity of children. 
  • Annual assessments will help teachers, schools, policy planners, and curriculum developers to make the requisite changes. Hence by acknowledging the need, government has shifted its focus on improving on learning capacity.
  • The move to establish Innovation Fund for Secondary Education is designed as to incentivise teachers and schools to transcend textbook learning and avoid any new bureaucratic mischief.
  • Similarly National Testing Agency for entrance to higher education will help improve standards across the spectrum of higher secondary schools.
  • Government has initiated various initiatives, now it should focus on difficult task of implementation of these initiatives to get desired outcome. 


The various initiatives of budget 2017 on education policy has witnessed major shift. Now focus has been shifted to improving the learning skills of both students as well teachers. The learning capacity is has found far below benchmark, hence the new initiatives is welcome move. But the task is effective implementation of these to get desired results.
