New Policy Related to Sub-division of Industrial Plots in Uttar Pradesh

Why in News?

On June 17, 2022, the much-awaited new policy of sub-division of industrial plots for investment incentives and expansion of new industrial units in Uttar Pradesh was approved.

Key Points

• Uttar Pradesh State Industrial Development Authority (UPSIDA) has forwarded the revised policy to the Government for non-functional approval after the approval of its Board. At the same time, it has been implemented with immediate effect in anticipation of the permission of the State Cabinet. About 200-300 acres of unused large plots of land in Ghaziabad will be available to other entrepreneurs by constructing small plots.
• An official of the authority said that the board has decided to allow sub-division of plots on which the industrial unit has operated for at least four years. In some cases there is also a provision of exemption with conditions.
• If the sub-divided area is up to 25 acres, the recommendation of the committee constituted for the same will be approved by the CEO of the Authority. If the sub-divided area is more than 25 acres, it will be approved by the Authority Board.
• The Authority has approved the terms of application for sub-clauses in the policy, internal development, process of transfer, conditions of sale of divided plot, maintenance work, time permit for operation of the unit on sub-divided plot, sub-charge fee, sub-division fee, sub-division of Provisions have also been made for configuration and setting up of divided plots.
• The policy is expected to open the way for faster enterprise expansion in entrepreneurial families with expansion of active industrial units, industrial use of additional plots available.
• The main provisions of the policy are as under:
  • Those plots of 4,000 square meters will be sub-divided on which the unit has operated for 4 years. The plot should be on 18-meter road.
  • Plots of minimum 450 square meters can be created.
  • A phased time of 18 to 36 months will be given for internal development.
  • A maximum of 75percent of the allotted plot can be sub-divided.
  • The sale of plots will get 2 to 3 years. After this, there will be the facility of time extension.
  • The sub-division fee will range from 7.5 to 20percent at the prevailing rate. 50percent will have to be given at the time of approval and 50percent on completion.
  • The transfer fee on sub-divided plots will be 15percent of the prevailing rate in NCR and 10percent in separate areas from NCR.
  • Facilitate sub-division of the sub-partitioned plot as well with certain conditions.
  • Relaxation in the qualification of sub-division in the division of the plot belonging to the family-witness, maintenance till the time the common area is not surrendered.
• Relaxation will also be given in the case of sub-division of plot for projects falling under 'mega or more investment' as defined under various policies of the state government.

Amendment in Bihar Sand Mining Policy, 2019

Why in News?

On June 17, 2022, the State of Bihar has made significant amendments to the Bihar Sand Mining Policy, 2019 under the Department of Mines and Geology.

Key Points

• DM will make settlement of all the identified sand ghats of the state for the next 5 years through e-auction-cum-tender. The settlement fee of sand ghats has been increased by 50 percent as compared to last year.
• The secured deposits and security amount in the endowment of sand ghats have been increased from 10 percent to 25 percent.
• It is known that the secured deposit was only 25 percent earlier, which was increased to 10 percent in the last few days. Now it has been increased to 25 percent again.
• The tender of the settlement holders will be valid only after paying this amount.
• This will also help in curbing illegal mining and facilitating construction activities to generate revenue to the Government along with sand availability.
• Recently, the Supreme Court had directed to prepare a mineral survey report of all the districts and had asked for an endowment of sand ghats in the districts on the basis of the report. The department then prepared the report of all the districts, which has a complete blueprint of other matters ranging from the availability of sand.
• Under the amendment, environmental clearance and other statutory clearances have to be taken only by sand miners. The mining plan will also have to be made by them themselves. Earlier, this work was done at the level of the government.

Upgradation of Kasturba Gandhi Balika Vidyalayas in Bihar

Why in News?

After getting the consent of the central government recently, the Bihar Education Department has prepared an action plan to upgrade 534 Kasturba Gandhi Balika Vidyalayas to plus-two.

Key Points

• A total of 634 Kasturba Gandhi Balika Vidyalayas (KGBVs) have been run so far in the State of Bihar to provide quality education to girls belonging to disadvantaged groups. Out of these, there are 534 schools which have education for girls from classes 6 to 8. All these schools operating from class 6 to 8 will be upgraded to plus-two.
• This will provide education to the girl child belonging to scheduled castes, scheduled tribes, other backward classes, disadvantaged groups with poverty line and minority sections, not only from class 6 to 12, but also professional courses.
• At present, there are 5,726 Kasturba Gandhi Balika Vidyalayas (KGBVs) operating across the country.
• A total of 50,963 girls from disadvantaged groups enrolled in Kasturba Gandhi Balika Vidyalayas are kept in hostels to provide quality education to them.
• An education department official said smart classrooms, ICT labs and vocational training centers will be set up in all Kasturba Gandhi Balika Vidyalayas.
• The Education Department has prepared a report on these schools and submitted it to the Central Government so that the Department of School Education and Literacy takes immediate steps to make them operational at the earliest.
• It is known that the Central Government had launched the Kasturba Gandhi Balika Vidyalaya Scheme in the year 2006-07 to promote the Sarva Shiksha Abhiyan. In these schools, 75percent seats will be reserved for girls belonging to Scheduled Castes and Scheduled Tribes, Backward Classes and Minorities, while the remaining 25percent seats are reserved for girls from below poverty line families.

'Drone Expo-2022' Held in Jaipur Under 'iStart Rajasthan'

Launch of 'e-Shraddhanjali' Platform on Haryana Police Web Portal

Chief Minister Launched Works Under Narva Vikas Yojana

On June 17, 2022, Chief Minister Bhupesh Baghel in a virtual programme organized by the Forest Department at his residence office launched the works sanctioned at a cost of Rs.300 crore from CAMPA head in 40 forest divisions of the state in the year 2022-23 under the ambitious programme 'Narva Vikas' run by the state government .

• The Chief Minister said that during the meeting, information was received that these works in forest areas have led to an increase of about 30 cm in water levels, while in plain areas, the water level has increased by about 7 cm.
• He said that the work of Narva development will not only provide water for wildlife and animals and birds in the forest areas, but the cultivators will also be able to take two crops, which will also help in increasing the bio-diversity.
• Referring to the commencement of Mahua (Madhuca Longifolia) collection from the net in some districts, the Chief Minister said that it is benefiting the Mahua collectors well, on the same lines, four Char-Chironji (Cuddapah Almond) will also be collected through the net.
• Forest Minister Mohammad Akbar said that Narva Vikas is a multi-purpose scheme in reviving the sewer including conservation and enrichment of ground water. • The Forest Minister informed that in the interest of the forest dwellers in the State, continuous efforts are being made to provide maximum benefits to the forest dwellers through arrangements ranging from collection of minor forest produce to processing etc. As a result of this, Chhattisgarh tops the country in terms of collection of minor forest produce. At present, about three-fourths of the minor forest produce in the country is collected in Chhattisgarh.

Uttarakhand Chief Minister Inaugurated 'Nabh Netra'

For this, the Drone Application Research Center has developed a mobile ground control station, which will be used to use drones during disaster or emergency situations and collect data through drones.

• This station is installed entirely on a vehicle. This ground control station has been equipped with high speed workstations for data processing, bandwidth aggregation and VSAT for areas without network zones.
• The vehicle will be used by the Uttarakhand government for disaster management and 3D mapping of all sensitive disaster prone areas.
