Uttar Pradesh Township Policy-2023

Why In News?

  • According to the information received from the media on March 14, 2023, the Uttar Pradesh government is going to amend several rules to meet the residential needs of the people in the cities. For this, the proposed Uttar Pradesh Township Policy-2023 was presented before Chief Minister Yogi Adityanath.

Key points

  • It is known that the hi-tech township policy has ended in the state. There was a requirement of 500 acres in the integrated policy and 1500 acres in the hi-tech.
  • The proposed Uttar Pradesh Township Policy-2023 will allow setting up of colonies on a minimum of cities with a population of less than two lakh 12.5 acres of land in in other cities and 25 acres. To reach the colonies, 24 meters of road will be mandatory and 12 meters inside.
  • Under this policy, the land of village society, ceiling or other departments will be taken and left in another place. 50 acres will be licensed to set up colonies on agricultural land and residential land use in master plans up to Projects with an area of more than 50 acres.
  • Village society and other government land will be regularized in 60 days. Under the provisions of the Revenue Code, more than 12.5 acres of land will be allowed to be taken.
  • 10 acres in cities with a population of more than 50 Multipurpose sports complexes will be built in a minimum of lakh. Sports city, film city, IT city, Medicity, educational hub will be built in cities. The design of all major buildings will be kept of high quality and cultural and historical heritage will be linked to the development of the city.
  • In townships settled in private areas, there will be a system of issuing sector-specific i.e., part-wise completion certificates, the map of those who have a certificate of the sector will be passed. If there is no completion certificate, the map will not be passed. Its purpose is to stop illegal construction.
  • The scope of turnover is also being increased for obtaining license to set up townships in the private sector. There should be a turnover of Rs 75 lakh for each one acre. Earlier it was Rs 50 lakh.
  • The lead member of the township will also not be changed at the development authority and housing development council level. For this, there will be a committee under the chairmanship of Principal Secretary, Housing. Now the license fee will also be Rs 50 thousand to two lakh per acre and GST will have to be paid. Earlier it used to be Rs 1.5 lakh only. Maximum 20 percent change in the limit of license area will be permissible.
  • Keeping in view the interests of the allottees, the agreement will be done on having 75 percent land of the total area of the scheme. Earlier it was only 60 percent. In unavoidable circumstances, permission will be given to acquire 20 percent of the land of the road network.
  • Key highlights of the new policy:
    • DM's permission is not required for taking land belonging to SC/ST.
    • Horizontal development will be promoted on the lines of Chandigarh.
    • There will be enough footpaths for pedestrians.
    • Rough or unused land will be made a green belt.
    • Parking facilities near parks, shopping complexes and police stations.
    • Use of treated water for horticulture in parks and green belts.
    • Net zero waste is required to be followed in relation to solid waste disposal.

Block Change Plan

Why In News?

  • On March 13, 2023, Haryana Chief Secretary Sanjeev Kaushal told a meeting with administrative secretaries in Chandigarh that as per the instructions of the Chief Minister, the state government came up with a 'Block Transformation Plan' to identify and develop one undeveloped block in each district.

Key points

  • In the meeting, Chief Secretary Sanjeev Kaushal informed that 18 commitments and 9 Key Performance Indicators (KPIs) have been finalized to identify underdeveloped blocks in the state.
  • He said that under the Block Development Program, one underdeveloped block is being identified from each district and infrastructure and governance, health and nutrition, education and skill equality and empowerment, water and sanitation work will be started based on various KPIs including poverty alleviation, energy management, social development, agriculture and irrigation.
  • Based on the data received by the department, these KPIs will be monitored regularly on monthly and quarterly basis.
  • The Chief Secretary informed that competition of selected blocks will also be organized, and the best performing block will be rewarded.

39th Haryana Livestock Exhibition-2023

Why In News?

  • The three-day 39th Haryana Livestock Exhibition-2023 was organized in Charkhi Dadri district of Haryana from March 12 to 14, 2023.

  • At the conclusion of the 39th Haryana Livestock Exhibition-2023, Chief Minister Manohar Lal Khattar informed that six polyclinics would be set up in the state for the care of animals. A polyclinic will also be set up at Charkhi Dadri. Presently 7 polyclinics are functioning in the state.
  • Apart from this, the budget of Gau Sewa Aayog has been increased 10 times to Rs 400 crore for the care of cattle in the state.
  • The Chief Minister informed that in the budget of the year 2023-24, a new project Sanjhi Dairy has been envisaged. Under this project, a shed will be built on the land of the panchayat, in which cattle rearer’s, who do not have space to tie their animals, will be able to keep their animals in this common shed. This work will be done by the Cooperative Department and this scheme will be launched on April 1, 2023.
  • He said that the state government has made strict laws for the protection of cows. Provision has been made for punishment of up to 10 years and fine for cow slaughter. There are 632 Gaushalas in Haryana.
  • Cow Service Commission has been constituted in the state. The budget has been increased to take care of the destitute cows. In this, more budget will be given to those cow shelters, which will take care of the destitute cows. Panchayats or other institutions will also take care of animals by building cow sheds, they will also be given grants.
  • Significantly, cow's A-to milk is very beneficial, due to which many types of diseases are cured. Its research has also been done. Consumption of A-to milk increases eyesight, and it is also beneficial in other serious diseases.
  • On this occasion, Agriculture and Farmers Welfare and Animal Husbandry Minister JP Dalal said that the purpose of organizing such fairs is to inform farmers and animal husbandry about new techniques, so that through these techniques their income can be increased by increasing milk production. must increase.
  • He said that it is the policy of the Gau Sewa Aayog to make a Gau Van in 22 districts of the state, where there will be arrangement to keep these animals. Haryana is the only state where more than 8 lakh animals have been insured.
  • JP Dalal told that according to the policies of the Government of India, a call center will be set up in the state, where cattle rearer’s will be able to call and demand an ambulance. Immediately after that the nearest ambulance will go to the cattle rearer's house. In the first phase, 70 ambulances will be arranged. Later there will be 200 ambulances.
  • Former Agriculture and Farmers Welfare Minister Omprakash Dhankhar said that the scientists of Hisar's Lala Lajpat Rai Veterinary Science University have succeeded in producing calves through surrogacy technique. Similarly, through buffalo research, success has also been achieved in producing a calf from a clone. With this, the state will move forward in milk production.

  • In the 26th All India Forest Sports Competition, Chhattisgarh again retained its first position by winning a total of 164 medals, beating its nearest rival Karnataka.
  • It is noteworthy that in this five-day long event, tennis, table tennis, badminton, swimming, carrom, chase, weightlifting, power lifting, kabaddi, along with indoor games like cricket, football, basketball, hockey, golf, there are various events in athletics.

  • In the 26th All India Forest Sports Competition, the Forest Department team of Chhattisgarh won gold medal for the seventh time by defeating Jammu and Kashmir in cricket. Similarly, in football, Chhattisgarh got the first position by defeating the Haryana team. The basketball team of Chhattisgarh won the gold medal by defeating the Karnataka team.
  • Chhattisgarh has won total 19 gold medals in weightlifting, powerlifting, 12 gold in tennis, 04 gold in badminton, 06 gold in swimming, 18 gold, 10 silver, 08 bronze medals in athletics. Similarly, 09 gold and 02 silver medals have been obtained in tennis.
