The Central Adoption Resource Authority (CARA), under the Ministry of Women and Child Development, organised its Third Regional Consultative Workshop for the Central Zone in Bhopal, Madhya Pradesh.

- Theme: Focused on “Promoting Non‑Institutionalised Rehabilitation of Divyaang Children”, emphasizing family‑based care instead of long-term institutionalisation.

- Fundamental Principles Governing Adoption:
- Best Interest of the Child: The welfare and best interests of the child shall be the primary consideration in every adoption placement.
- Preference to Indian Citizens: Preference shall be given to place the child in adoption with Indian citizens and with due regard to the principle of placement of the child in his own socio-cultural environment, as far as possible.
- Registration and Confidentiality: All adoption applications must be registered on the designated online portal, and their confidentiality must be maintained by the competent authority.
- Role of Authorities:
- Specialised Adoption Agencies (SAAs) manage children legally free for adoption.
- District Child Protection Units (DCPUs) monitor the process locally.
- Court Order: Adoption becomes legally valid only after approval by the District Magistrate or competent authority (as per JJ Act amendments).
- Adoption Policy for Divyaang:
- Legal Framework: Adoption of Divyaang children in India is governed by the Adoption Regulations, 2022 under the Juvenile Justice (Care and Protection of Children) Act, 2015, implemented by the Central Adoption Resource Authority (CARA).
- Equal Right to Family Care: The policy recognises that children with disabilities have the same right to grow up in a loving and supportive family environment as other children.
