India-US Strategic & Commercial Dialogue; Sign Key Logistics Pact

US Secretary of State John Kerry was in New Delhi recently to participate in the 2nd Indo-US Strategic and Commercial Dialogue was held on 30 August. In the dialogue terrorism emanating from Pakistan and other important issues, including economic matters like visas, was discussed.

  • The Dialogue was co-chaired by External Affairs Ministe Sushma Swaraj and Commerce and Industry Minister Nirmala Sitharaman along with John Kerry and US Secretary of Commerce Penny Pritzker.
  • In the dialogue the entire gamut of cooperation between the two countries was taken up The co-chairs will be accompanied by a high-level inter- agency delegation on both sides.
  • During the day-long meeting, Indian Commerce and Industry Minister discussed bilateral trade and investment related matters with her US counterpart Penny Pritzker.
  • Issues like visa and totalisation agreement were figured in the meeting.
  • The two sides deliberated on ways to promote innovation and entrepreneurship.
  • Indo-US Strategic and Commercial Dialogue is a comprehensive mechanism to discuss and deliberate the entire gamut of cooperation between the two countries.
  • From Indian side, Tata Group Chairman Cyrus Mistry co-chaired the India-US CEO Forum meeting. At the CEO Forum, both the sides reviewed the progress made so far on deliberations such as boosting renewable energy and defence ties and smart city project, and also discussed the roadmap to achieve the objectives.
  • Both sides also decided to add ‘Travel and Tourism’ as a new work stream for future collaboration.
  • India and the U.S. will look at best practices exchange as well as collaboration on government procurement.
  • Taking forward innovation and entrepreneurship work stream, both the nations will look at creating a platform for sharing of best practices and technology as well as address issues of finance and market access for small & medium enterprises (SME).
  • According to India, the absence of a totalisation pact is imposing a burden on the Indian software sector as they have to shell out over $1 billion per year to the U.S. Government towards social security, with no benefit or prospect of refund.
  • The U.S. was agreed to look into India’s concerns on the move to hike fees for H1B and L1 visas.
  • The Dialogue was elevated into a Strategic and Commercial Dialogue (S&CD) during the visit of US President Barack Obama to India in January 2015.
  • The first S&CD was held on September 22, 2015 in the US.
  • The two-way trade between the countries stood at about USD 109 billion last year.
