Oct 28, 2016 Related to : GS Paper-3

Ans :

Recently security forces have conducted an operation against Communist Party of India (Maoist), a naxal organisation and killed 28 Maoists. The joint operation was carried out by anti-Naxalite units of the Andhra Pradesh and Odisha police at Panasput village in Malkangiri district in Odisha.

Maoism in recent time-

  • In 2004, various naxalite outfits have united under the banner of Communist Party of India (Maoist), a banned naxalite outfit.
  • This unification had consolidated themselves in some districts, taking advantage of the weak presence of the welfare and administrative agencies.
  • Since then they have carried out several coward operations against secutity forces.
  • In 2008 they have killed 38 anti-Naxal Greyhound commandos in a boat attack in the Balimela reservoir in Malkangiri.

Government’s actions-

  • Since then government has took Maoists seriously and started multipronged approach to tackle this issue, i.e military operations and developmental activities in these areas.
  • Government has succeeded in driving the Maoists away from undivided Andhra Pradesh into parts of Chhattisgarh, Maharashtra and Odisha, this strategy has been implemented unevenly and with mixed results.
  • In and around 2012, security forces have successfully deserted various top leaders of maoist group and also forced to surrender many Maoist cadre. This aspect has have set the Maoists on the back foot in southern Odisha.
  • These actions have made Maoists politically as well as militarily weak, and made them to settle in some parts of Chhattisgarh and Odisha.

  • According to security forces the attacked cadres at Malkangiri district were at a plenary organised to examine ways of getting out of the current organisational and political crisis.
  • As Indian government has declared maoist movement as biggest security threat, it has takes various serious actions against them and also carried out many developmental activities.
  • In current times, the Maoists have been unable to expand as a political force in the plains areas, and as a guerrilla force they have been limited to the remote and hilly tribal belt of central India.
  • Recent attack will be the setback for Maoist armed struggle against state.
  • If they have truly intended to for tribal welfare then they have to discard armed struggle and join mainstream political movement.

In a recent time Naxalism, like terrorism have emerged has big threat to Indian security establishment. Government and armed forces have succeeded to some extent in breaking the power of the naxal organisation, but there is an urgent need of developmental activities to improve the life of tribal people. In this background government should focus more on developmental activities in naxal affected areas.
