Q. Vacancies in public sector: Discus the issue of huge vacancies in public sector departments.

Introduction-

Currently the various departments of public sectors are facing chronic problems of vacancies. According to some reports, core departments of government like, education, healthcare, police, defence and judiciary etc are fall short of staff by as much as 20% to 50% of their required or sanctioned strength of each department.

Issues-

  • The shortage of manpower in government departments has direct impact on its administration and in delivering the effective governance. 
  • Similarly India has abundant manpower, out of nearly 1.3 billion population, about 31% is in the age group of 21 to 44 years. 
  • The jobs in organised sector are very scare, which strange aspect considering the magnitude of working population in India.

What can be done-?

  • For effective administration and governance of country, there is urgent need to fill vacancies ranging from primary schoolteachers to judges. But it requires systemic changes and innovations in recruitment process.
  • The process of recruitment should be made more transparent and rule-based, and political interference must be curtailed effectively. Similarly government develop effective training system to impart necessary skills.
  • Hiring must be decentralised for some of the sectors such as schools, medical centres and police. Local authorities and institutions should be encouraged to hire from the area. It will create local accountabilities, and ensuring that those employed understand the local realities and have a stake in delivering on their job.

Conclusion-

The huge vacancies in various government departments have negative impact on the effective governance of the country. India having huge population of working-age, hence proving jobs them in organised sector have direct impact on growth of our economy. Hence government must fill those vacancies with transparent and rule based process and also it must ensure effective training for effective delivery of services.
